PaintCare was featured on a webinar hosted by the Product Stewardship Institute (PSI) on June 17, 2026, to discuss the launch of two state-wide paint recycling programs in Illinois and Maryland. PaintCare’s Director of Eastern States, Jacob Saffert, shared success storie
The Illinois program launched on December 1, 2025, and the Maryland program launched on April 1, 2026. With over 300 drop-off sites in Illinois and over 100 in Maryland, these programs have quickly found success in providing convenient paint recycling for the public.
The webinar began with an overview of the PaintCare program, including its origins, which date back to dialogue between PSI and the American Coatings Association (ACA). Jacob provided the basics of the program, including PaintCare’s model legislation and how it has evolved across the 13 programs, from fee schedules to agency oversight. Details regarding logistics and program operations were also shared, including how PaintCare works with paint retailers and household hazardous waste (HHW) facilities. Program partners can volunteer as drop-off sites to collect leftover paint from the public and provide educational materials to inform customers about the program.
The webinar also included information on the implementation of the two newest PaintCare programs in Illinois and Maryland. Jacob reviewed the implementation process for both programs, noting the differences between the two timelines and how each program supports its state stewardship law. The addition of these two programs has brought PaintCare’s reach to one-third of the U.S. population.
