INSPIRE UA – Inclusive Support for Participation, Involvement, Representation and Engagement of Ukrainians Abroad

The INSPIRE UA European Union-funded project aims to enhance public trust in democratic institutions and increase civic engagement in political and governance processes in Ukraine.  

The objective of the intervention is to improve practices and processes of Ukrainian institutions towards organizing an inclusive out-of-country voting (OCV) for post-war elections. This will be done through strengthening the expertise of Ukrainian authorities and by fostering effective cooperation with EU member states, paving the way for an inclusive and well-coordinated OCV process in Ukraine’s post-war elections, which will be a decisive test of its democratic resilience and electoral inclusivity, particularly for the millions of displaced Ukrainians living abroad. This action is structured to support Ukraine’s institutions in designing a secure, effective, and inclusive OCV process, ensuring that all eligible citizens can participate in shaping Ukraine’s democratic future.

Key components and activities:  

1. Enhanced collaboration between EU Member States and Ukraine state institutions responsible for post-war election administration:

Conducting up to 10 consultative visits by Ukrainian authorities to assess conditions, identify needs and recommend arrangements for future OCV.

Facilitating official cooperation arrangements on OCV (e.g., MoUs, protocols, letters) between Ukrainian authorities and corresponding EU Member State administrations.

2. Improved knowledge and understanding of target stakeholders for development of Ukraine’s post-war OCV framework:

Developing a comprehensive report on OCV, synthesizing findings and recommendations from consultations with EU Member States

Facilitating policy dialogue with Ukrainian stakeholders to reflect on lessons learned and strategize OCV implementation for post-war elections.
