The global ‘aid’ system is in crisis. The collapse of USAID in 2025 provoked a funding crisis across the humanitarian, development and peacebuilding sectors. Hundreds of organisations have shut down, with serious impacts for the millions of people who rely on aid funding for life-saving services.

The report documents how sudden funding cuts have halted services, disrupted peace efforts, and put huge pressure on local organisations. But the report also shows how communities are responding with mutual aid, community giving, local philanthropy and South–South partnership 

The message from local actors is clear: we can’t go back to the old ‘aid’ model. We need a shift towards solidarity and shared responsibility – with communities in the driving seat.
