Dialogue for Participatory Electoral Reforms (DIALOGO)

By empowering Mozambican civil society to actively participate in shaping their country’s future, the program will pursue the following objectives:

  • Objective 1: Enhance civil society’s capacity for evidence-based advocacy, strategic communications, and electoral process observation.
  • Objective 2: Increase collaboration among diverse electoral stakeholders to advocate for the adoption and implementation of key electoral reforms.

To achieve these objectives, the program will provide capacity development support—including training, technical assistance, and financial resources—to a range of civic actors. This support will enable the development of reform proposals reflecting broad societal views and facilitate a robust advocacy campaign to secure parliamentary adoption. Improved electoral processes will, in turn, contribute to peace, reconciliation, and broader democratic strengthening.

The program anticipates the following results: (i) enhanced capacity of the Mais Integridade citizen observation group to analyze data, report findings strategically, and produce a comprehensive election observation report for the 2024 elections; (ii) improved collaboration among civic organizations to develop a consolidated package of electoral reform proposals; and (iii) strengthened capacity of civic organizations to advocate for the adoption and implementation of these reforms.

The program’s implementation strategy prioritizes dialogue, collaboration among civic groups, and the inclusion of women, youth, and people with disabilities.
